Emergency Management Training | Building Assessment and Inspection
Master rapid damage assessment and become a certified building evaluator with the Cal OES Safety Assessment Program, a crucial step for disaster response.
Program Summary
The SAP is the training program developed by Cal OES that provides leadership, advocacy, and training to architects, engineers and certified inspectors who are interested in developing their professional skills for use in times of crisis. This workshop will teach participants to conduct rapid damage assessments of structures affected by earthquakes, wind, and water. It also teaches the appropriate protocol for coordinating with emergency managers to limit professional liability.
Upon completion of this course, participants will be able to consistently and safely assess structures for habitability and will receive a nationally recognized building evaluator certification from the state of California.
The certification serves as a pre-requisite course to join the NYS Department of State’s Code Enforcement Disaster Assistance Response (CEDAR) Program.

Learning Objectives
1. Accurately conduct a post-disaster rapid building assessment and complete appropriate damage assessment forms.
2. Earn accreditation as a Building Evaluator in the Cal OES Safety Assessment Program.
3. Recognize the important role the AIA, its member architects and associated building professionals play in disaster preparedness, response, and recovery.
4. Demonstrate understanding of the Applied Technology Council’s ATC-20-1 Postearthquake Safety Evaluation of Buildings and ATC-45 Safety Evaluation of Buildings after Windstorms and Floods damage assessment procedures.
This program is worth 7 HSW/LUs. To earn credit, you must be present for both days of the session. Please note if you have already taken this program during your current licensure period you will NOT be eligible to receive this credit again.
This course will take place via Zoom and a link will be emailed to you prior to the program. The link will be the same for both days.
