Lobby Law Reform Act - Government Procurement Contracts

Unlike the prior law, the Lobbying Law Reform Act of 2005 now applies to government procurement contracts, defined as contracts with annualized expenditures in excess of $15,000. This new law limits the contacts between lobbyists and vendors to specifically designated government contracting personnel during the procurement process. The restriction period commences with the earliest written notice, advertisement or solicitation of a request for proposal, invitation for bids, or solicitation of proposals, and ends with the final contract award and approval by the state agency. click here for complete document
2006 Spring Symposium Brings Together Architects
and Elected Officials
On Wednesday, April 5th, Terrence E. O'Neal, 2006 President, hosted "One New York State: Urban Policy and Regional Design," the first AIANYS symposium to reach outside of the architectural community and initiate dialogues with the elected officials who play a major role in determining the planning of the built environment upstate and downstate. In a departure from the usual format of AIANYS' annual spring conference, the event featured a series of interactive sessions between elected officials and AIANYS members designed to initiate dialogues that are scheduled to continue throughout the coming years. The symposium revolved around the AIANYS' two primary themes for 2006, the organization's 75th anniversary year: One New York State and Livable Communities.
Former Rochester Mayor William A. Johnson, Jr., delivered the keynote address on urban strategy and land use policies. Session speakers and their key topics included Albany Mayor Gerald D. Jennings on neighborhood revitalization and home
ownership; Fred W. Thiele, Jr., New York State Assembly member from Suffolk County on transportation initiatives and the Community Preservation Fund; Yonkers Mayor Philip A. Amicone on downtown and waterfront development; Syracuse Mayor Matthew Driscoll on downtown revitalization and a comprehensive urban plan; Paula Luria Caplan, deputy director of planning/development for the Office of the Bronx Borough President on major Bronx projects including the Bronx River Greenway and the River Plaza Mall; and Peter Baynes, executive director, NYS Conference of Mayors spoke about the need for a unified, statewide policy on economic development for urban areas.

AIANYS Groen Hoek Exhibition

The AIA New York State Groen Hoek Travelling Exhibition was launched this past January at the State University at Buffalo School of Architecture's Dyett Gallery in Hayes Hall.
The exhibit, a collection of winning entries selected works, is the fruit of an international open ideas competition to design a boathouse for the community of Greenpoint in Brooklyn , New York . Hosted by the AIA New York's Emerging Professionals Committee (ENYA), this program was successful in sparking the interests of emerging professional in the AIA and has since developed this committee into one of the most vibrant in their chapter. To conclude the exhibition, AIA Buffalo and the University at Buffalo , hosted members of ENYA to speak about the process and their experiences in developing the competition program. The event was well attended and was followed by a reception and tour of the Dyett Gallery with ENYA members, the Dean of the Architecture School Brian Carter and President of AIA Buffalo Mark Rampado.
The exhibition is scheduled to travel across the state to various local chapters and conclude at the October AIA New York State Convention in Long Island .

About the Garden City Hotel....Location, History and Luxury
When multi-millionaire Alexander Turney Stewart began planning Garden City on 7,000 acres of land he purchased approximately 20 miles from New York City, he made its focal point a grand hotel that would attract a famous and wealthy clientele from around the world. With its opening in 1874, The Garden City Hotel was immediately pronounced a great success.
In 1901, a new Garden City Hotel was erected, complete with a cupola fashioned after the one that sits atop Philadelphia's Independence Hall. Prominent guests - including the Vanderbilts, Astors, and Belmonts - stayed there as they visited Long Island for polo matches, horse races, or a new sport, auto racing. During this period, it also became the norm for society's elite to attend the large, fashionable parties held in the hotel's ballroom.

From 1910-1930, the hotel remained at the forefront of Long Island activity. Perhaps the most notable event associated with The Garden City Hotel occurred on May 20, 1927, when Charles Lindbergh spent the night before his historic flight dining with friends and family as a guest of the hotel.
However, with the Great Depression, the Gatsby-era excesses of the Garden City Hotel faded, as they did for the entire nation. It wasn't until after World War II that the community around the hotel began to grow and flourish as a residential suburban village. All the while, the hotel continued to serve as a landmark lodging, attracting vacationers, business executives, and world leaders, including a 1959 visit by Presidential-hopeful John F. Kennedy and his wife, Jacqueline, and the recent stays of New York State Senator Hillary Clinton and former Prime Minister Margaret Thatcher.
From its post-Civil War beginnings to the Roaring Twenties, the dawn of suburbia to the new millennium, The Garden City Hotel has provided the highest quality services and accommodations. In the early 1980s, current owner Myron Nelkin built the existing Garden City Hotel. Since then, this world-class, luxury hotel has been guided by the Nelkin family, who continue to uphold the tradition of elegance and service established over the past 125 years.

2006 Design Awards Competition

If you have ever considered entering the AIANYS Design Awards competition this is the year to do so. The AIANYS 2006 Design Awards program has been revised to include more categories. AIANYS has subdivided the Residential and Commercial/Industrial categories into subcategories as follows:
Small projects - Construction cost $500,000 or less
Large Projects - Construction cost greater than $500,000
There have been added two (2) new categories:
Interiors
Unbuilt - open to emerging architects (licensed 10 years or less) for a commissioned architectural design work not yet built or completed.
Other categories include:
Institutional
Urban Planning Design
Historic Preservation/Adaptive Reuse
Also effective this year are new design award jury guidelines The jury will consist of five persons. Four architects residing outside of New York State , and not maintaining an office within New York State , and one non-architect. Architects willinclude: one small practice architect, one large practice architect, one architectural educator, and one Fellow; which could be one of the previous three mentioned. The non-architect shall be an individual who is familiar with the practice of architecture; and could be someone in the media, government, business, or clergy.

AIANYS Reception to Honor 2006 AIA Fellows and Honorees
Thursday, June 8, 2006 - California Club, Los Angeles, California
Time: 6:00 - 7:30 p.m.
The 2006 AIA Fellows and Honorees will be honored and recognized at the AIANYS' annual reception at the National Convention. Joining the new Fellows and Honorees will be AIANYS members from across the state plus AIA members from the 325 AIA chapters attending the convention. If you are attending the AIA National Convention, plan to join together to recognize and celebrate these New York State honorees.
As for the past eight years, Ibex Construction has underwritten one of the most anticipated events of the AIA conventions. Our thanks and appreciation once again to Andy Frankl, Executive Vice President & CEO of Ibex, for his ongoing support of the profession and its members. We also thank WB Engineering for supporting this event for the second year in a row.
AIANYS Region Breakfast

Time: 7:30 - 9:00 a.m.
Each year the AIANY Region invites chapter delegates and NYS convention attendees to its annual breakfast to discuss AIA candidates, resolutions, bylaws amendments and other convention business. This is an important meeting to discuss issues and candidates and develop consensus on both.
Chapter delegates and any member of AIANYS may attend this breakfast. There is no cost for breakfast for two designated members from each of the 12 chapters. All others MUST pay $27.50 per person. Reservations and payment are requested in advance, please. Information will be sent to the chapters in mid-April about the reception, the breakfast, responsibilities of convention delegates and proxy forms.
